South Dakota is another state which seems ready to consider some sort of ban on texting while driving and other cellphone behaviors. Senate Bill 106 recently leapt its first hurdle by making it past the State’s Senate Transportation Committee. The bill, which would ban cellphone usage entirely among those under 18 who still hold a learner’s permit, will now be up for a vote in the Senate. The other bill, SB 142, is still awaiting initial passage by the Transportation Committee. That particular measure would ban texting among all drivers, with exceptions made for dialing a phone number or texting the police.
